In the US both bounty hunter and criminals are allowed to carry guns. In the UK only the criminals would be armed. This would mean that you'd have a lot of dead bounty hunters.





There's also no way that bounty hunters wold be allowed to carry guns in the UK, the UK people would not stand for it, they hate the idea of cops having guns, let alone civilians.





(FYI, all hand guns are illegal in the UK, except for certain low caliber target shooting pistols and air pistols)
There is no reason for bounty hunting in the UK because there is no monetary bail. The only legal bounty hunting in the US is actually called Bail Enforcement. In the US, most states (except Kentucky) require a monetary payment to guarantee the appearance in court of a defendant charged with a crime. Usually, a defendant will pay 10% of the monetary bail to a bondsman who will, in turn, pay the full bail to allow a defendant to remain free pending trial. If a defendant fails to appear in court, the bondsmen loses their bond. Therefore, to mitigate their loss, they hire a Bail Enforcement Agent, for a smaller percentage of the bond to apprehend the fugitive.


But, in the UK there is no requirement to post property or money for bail. Therefore, there is no reason to have bounty hunting in the UK.


If you are getting this idea from Dog the Bounty Hunter, I should note, he operates in the only US states, (Hawaii and Colorado) that will allow him to work as a bounty hunter with his prior criminal record (he served jail time for murder and robbery). He also is not allowed to carry a gun, the guns you see on television are actually paintball guns. Most professional bail enforcement agents in the US have publicly condemned Dog the Bounty hunter both, because his tactics do not accurately reflect the profession, and because he violates some of the Cardinal rules of bail enforcement (don't go to Mexico). Dog presents this image of a rouge former outlaw doing justice but it is mostly a facade, illegal in most U.S. states.

In the UK bail will not be granted if the court thinks the defendant will fail to appear at trial. They will be remanded in custody. Providing a money guarantee is hardly a reliable way of ensuring that someone appears for a trial in which they may loose their freedom. the UK courts have a wider range of bail conditions they can impose - they can require someone to reside at a particular address, to avoid a certain area, to not drive a car, to not communicate with witnesses or co-defendants, all much more effective than demanding a large sum of money as a sort of deposit on their appearance in court.





If people break the conditions of their bail, or fail to attend, a warrant is issued for their arrest. Failure to Appear is itself a criminal offence, which would appear on their criminal record and make it much less likely that bail would be granted again. In all cases, the police enforce bail.





I cannot see how private enforcement would improve the situation, or that there is any reason why someone who can come up with enough money to pay for their freedom pending trial (i.e. bail) is more deserving of it than someone who cannot.





YA is not the place for petitions (though, you seem to have forgotten yours). YA is for asking and answering questions. You might have wanted to ask whether bounting hunting is a good idea, before asking people to support it.....
