First you have to take a Hunter Safety Course--check with your local Parks and Recreation Department and local guns shops. The DFG web site isn't always exactly up to date, and right now there are a lot of the classes going on. The course is free and there are a couple of options--just be advised that the on-line classes do involve a fee and both the on-line and independent study classes require class time. After you complete the class and pass the test you take your certificate of completion to the license dealer who sells you a Validation Stamp ($3.70--that goes on the back of your Certificate of Completion). Then you can buy your license--it was $37.30 last year and expires the last day of June. If you want to hunt ducks or upland game birds you have to buy the appropriate stamps. There are also separate ';tags'; for deer, bear, pig, elk, sheep, antelope, and bobcat. For Upland Game Birds you also need to have a Harvest Information Program Stamp, the only thing you don't have to pay for.
Thanks for catching that mistake.
The following is directly out off the DFG website: A fee may not be charged for an instructor鈥檚 service; however, fees may be used to cover the purchase of training aids such as slides, flip charts, targets, and other training aids. Technically, the course is free, but there are some instructors or agencies that tack on some administrative costs. Remember that there will always be an fee associated with taking the course on-line.How do i get a california hunting license?
John T is correct on all but a couple of points, the Hunter Safety Class costs $10, while the HIP stamp is free, you need an Upland Game Bird Stamp to hunt upland game (pheasants, turkey, etc) it's about 6.85, I don't remeber exactly. How do i get a california hunting license?

You have to take and pass a hunter safety course. You can check your local gun shop or range for a schedule of classes. They're usually an all day event.
